With the very narrow majorities in the Minnesota Legislature (34 -33 in the MN Senate and 70-64 in the MN House), and a state budget surplus, public schools’ prospects for meaningful investments dramatically improved. The question now is how will those new resources be directed and divided. 

I want to highlight a few of the items on the proposed MPS legislative agenda and discuss their importance to MPS.

1. Link the funds schools get from the state to inflation - By making this one change, school districts could budget into the future knowing that they will at least get an inflationary increase. No legislative action would be required to give districts the certainty of an inflationary increase. Seeking Governor Walz support for this proposal should be our top priority over the next few weeks.
2. Address the underfunding of special education - Special education services are important, mandated services school districts must provide. Despite requiring the services be provided, neither the state nor federal government has fully funded these critical supports for students. This has left Minneapolis with a $52 million shortfall in funding that impacts all students. Building full funding into the state budget would also mean no future legislative action would be required for these funds to flow in future years.
3. Triple safe schools revenue - The safety needs of schools have long outstripped the dedicated revenue from the state. We are proposing this significant increase, from the current level of only $36 per pupil, to better address school safety and student supports.

In late November or early December, the House and Senate will announce who is chairing committees. Also in early December, the state will announce the next state budget forecast. Given recent monthly revenue reports, it is very likely the forecast will show increased revenues for the current fiscal year. However, slowing economic growth is likely to mean future tax revenue will be lower in future fiscal years. This sets up a challenging budgeting situation where the state has billions in revenue that they cannot obligate in future years.

I will provide updates on committee chairs and the state budget forecast when they are announced.
